A large Dutch financial institution migrates to a sovereign PKI
The challenge
The customer managed tens of thousands of certificates on an outdated PKI with dependencies outside the EU. With the arrival of DORA and NIS2, they needed a fully sovereign, auditable and quantum-ready cryptographic foundation without disrupting existing services.
Our approach
Avensus designed a new root of trust based on Thales and Entrust HSMs in two Dutch data centres, connected to a central Key Management platform and automated Certificate Lifecycle Management. The migration ran in phases with dual issuance, so no application experienced downtime.
The result
A PKI managed entirely from the Netherlands, prepared for post-quantum algorithms, with 24/7 managed operations and demonstrable compliance towards the regulator and internal audit.
